There are already numerous programs to help children in need including many funded by the goverenment. Ultimately its the responsibility of the damn parents who are supposed to be determining the welfare and education for the kid. Not a politician or health care unit owned by the lowest bidder. You also fail to mention the govt paid salary that will feed these guys families.

As the projectile travels down the rails, is forms plasma arcs with the rails which damages them and prevents the same rails from being used again. Not only that, but few electronic devices that can handle the extremely high acceleration in a railgun of any reasonable length. We are trying to find applications for the technology though...
