One can be an ethnic Tibetan while having Chinese citizenship; however, being Tibetan does not make one automatically Chinese. Some Tibetans hold citizenship from Tibetan government in exile, others (Ladakhis) are Indian citizens. Yet others (Mustang) are Nepalese citizens. One can even argue that Bhutanese are ethnic Tibetans.

I respect her decision.Of course, a real die-hard "Free Tibet" advocate would argue that since Chinese "invasion" of Tibet was "illegal", her citizenship is therefore "illegal"; she is therefore "legally" a citizen of Tibetan government in exile, pending formal issuance of paperwork.
