The income limit may have been lowered in the version that was sent to the president, but I'm still curious to know why 24 year old college students who have been adults for 6 years are considered "deserving but poor children"???

Jul 20, 2008 - No it did not. The eligibility level was always at 3x FPL for this bill. During the whole debate NY applied for a waiver to cover families at 4x FPL, because the cost of living in NY is VERY high, and Bush decided to use that and turn the bill into something it is not. And there is no state that uses federal money to cover children past the age of 18. NJ provides coverage for children living at home up to the age of 30 I believe, but they don't use federal money for it.

The rational was that all those black people would go looting if they let them out. That was the justification for trapping people in unsanitary conditions, with little or no food and water, some of them dying.

Jul 20, 2008 - S-CHIP wasn't a bad idea at all.The earmarks added to the bill, and the way they wanted to get the funding was, though.Adding a additional tax to tobacco products hurts the majority of tobacco users, which are poor. This will not make them quit either.But yes S-CHIP, without any strings attached would have been great.

The reason for the veto was all extraneous crap the the dems in congress tried to sneak past, not the least of which was the expansion of the program's guidelines to increase the age of those covered to people in their 20's. It's supposed to help insure kids, not adults...
