You're right, there are probably many other ways that the situation could have been handled. Bottom line, the store owner BROKE THE LAW. I find it real hard to believe that he didn't notice, or wasn't smart enough to place the U.S. flag on top. He knew exactly what he was doing- he just didn't think most of us would get that mad. I think it was handled well for it brought attention to this issue.

He never recieved an appology though for all the attention and flag ripping he got. And yes im aware it was the American flag, but it was unintentional as i found out, just like i presumed.
